The gangs that run Neo Dixie extract funds from the rest of the population through prostitution, drugs, trafficking, racketeering, looting and arms deals. The wealth they extract is plowed back into building grand corporate Plazas to demonstrate their wealth and power. Various gangs compete to show off their wealth and success. They care less about leaving everyone else in ruin.
