The New Confederate government setup a large agricultural research center outside of Cedar Ridge called Three Pines Agricultural Center. It researches extensively on hydroponics for instance.

However, the New Confederacy is rife with corruption. The Carmichael Brothers are two shady redneck farmers around Cedar Ridge who has always run various forms of illegal activity and helped fund the current mayor to get elected.
The mayor let them take over running Three Pines despite not knowing much of anything about agricultural research. The brothers use the vast facility to run their side hustle of Hucow farming — Human Milking Cows.
They used their political connections to get young convicted Latina and Black women sent to prison on convict lease to Three Pines, where they could be fattened up and milked.
This is how Terri Moreno and Foxy Deluxe end up at the Three Pines Agricultural center repeatedly. The town is eager to trump of dubious charges against minority women to help feed the center with human milking cows to exploit.
