Closest town to Carter Evans farm controlled by the Brass Gang.
Talis is town with some 15-20 hucow farms surrounding it. One of the farms is the infamous Carter Evans farm.

A place of nightmares, where women are kept naked like animals, impregnated and milked.

The town as a post apocalyptic feel. That is a an outcome of how Neo Dixie is run by numerous gangs such as the Brass Gang in a feudal system. Normal societal functions have thus broken down.
The look of Talis has not been entirely settle. I will likely tweak this a bit more. The basic idea will remain however: A somewhat decayed town in a hilly landscape.
