One of the most infamous hucow farms in Neo Dixie is the farm of hucow farmer Carter Evans. He is a cruel and sadistic psychopath who abuses, exploits and torments his hapless hucows (human milking cows) in the worst possible manner. This place of nightmares is run together with his crazy sons Mordell and Caleb together with hired help Treyvon and Hakeem.
Carter keeps twelve hucows on his farm: Jill Coleman, Debbie Coleman, Daphny Bjerke, Delores Lawson, Mildred McCoy, Nellie Miller, Dorothy Dodge, Rosemary Blackmore, Rosa Silver, Bessie Bowman, Daisy Oaks and Velma LaRue.
Neo Dixie is society run by violent street gangs and warlords that form a feudal hierarchy under empress Monifa Russel. Carter Evans operates as gang answering to the Brass Gang, which controls nearby towns such as Talis.
